Ok, then let's explain some of those skills, space command and evasive manuvering gives agility bonus which gives higher odds when ganked ( less time needed to warp), Gallente hauler because of epithal storage bonus for PI''s (latter, you might want also to train transport ships, epithal is very fragile and galente's Occator is much better and in comparison to other factions counterparts isn't that bad). I'm priotising Command center upgrades V because most of PI's builds you can find on web/yt are based on it, it gives ability to build more factories/extractors on planets. Remote sensing and planetology are responsible for the data which you use when placing extractors on planet (low levels can be deceptive) and finally warp drive operations, it saved me few times because sometimes gankers use ships which drains your ship's energy, and that few points which hadn't been used on last warp could be crucial. And the other thing which I didn't included in spreadshet because I don't remember exactly how they worked, but there is a thing called warp core stabilizers, they give higher resistance to warp discruptors and scramblers (it's again about not being ganked) but, they might be reserved for bigger ships, I don't exactly remember.
