It seems to be, as Musk is saying, about limiting access to data scraping bots and stuff like that. Also within the last day or so, they changed things so that you have to be logged in to view tweets. I can't imagine this bodes well for the health of the site, even if they do resolve the bot problems. I wonder how many people will leave for other platforms, and if they do will enough users and advertisers stay on Twitter to keep it running? It'll be interesting to watch pan out.
