The harpy is a nifty little T2 frigate I first picked up while trying to do abyssal with the hawk, its missile equivalent, If given the right modules it can be a fast, punchy and deceptively tanky ship great for small PVP roams if you don't want to risk much, however its small cap reserve and "low" HP when compared to other PVP ships make it a bit risky.
