Upwell's Latest Venture: they up to something!

Upwell Consortium has ramped up the construction of a mysterious prototype structure orbiting Auviken VI.

Is it a new type of citadel, a mobile carrier, or perhaps an innovative planetary interaction facility? An orbital lift perhaps? What do you think this structure will be, and more crucially, what are Upwell's intentions with it?
