Hello sir Rich is it permissible for commentary to only add text to a video? Or is it mandatory to add voice-over?

Hi LolyPoly, voiceover commentary isn't mandatory, but it is quite strongly preferred - it simply makes for a more engaging video.

You may enter with text-only subtitles, but unless your video is brilliant, it may get shortlisted so we can prioritise voiceover submissions. Enter with high-quality human voiceover to make an immediate prize more likely.
