I am dropping Two Fits for this bounty & A video on the fits themselves.

Both fits are fully capable of destroying any level 4 mission, the Praxis as stated in the video, only struggles on Worlds Collide, Second room due to the massive damage input when you warp in, but you can quickly bring that under controls

The Tengu is an absolute face smasher fit, it's that simple, there is no level 4 if cannot smash to pieces and it is very versatile in its mission parameters, high damage application, agile and solid tank.

Ultimate Level 4 combat mission ship and fit (potentially on a day-1 character!)

A brief introduction is necessary before diving into fittings; otherwise, you might think I've gone mad:

When discussing Level 4 combat agents, many capsuleers dreams to pilot Marauder class Tech 2 Battleships. However, these ships are not the ideal choice for Level 4 missions. While they boast high DPS and impressive tanking capabilities, often this DPS isn't fully utilizable (a.k.a big on paper, low in reality), and the tank is overkill. You can utilize a third-party utility called PELD to monitor actual DPS. For instance, although my Vargur theoretically outputs 2600 DPS, it realistically delivers about 650 DPS over an extended period due to falloff and tracking penalties. Moreover, their expensive hulls make them prime targets for ganks, they require a substantial skill set to operate, and they are notably slow. Most critically, the Bastion module’s cycle time further diminishes their practicality for quick mission completion, which is world of Eve Online called - Blitzing. The undisputed champion of Level 4 missions is the Machariel outfitted with Hyperspatial Velocity Optimizers. You can check out a community-approved fit in the in-game fitting collections. What makes the Machariel exceptional is its speed, align time, and warp speed. Don't just take my word for it - time yourself while running multiple missions. Track how long it takes to undock, align, warp, jump, and dock. You'll find that about 50-65% of your mission time is spent on manoeuvring - not combat. Mobility is crucial, especially for missions requiring travel of 15-60km to the next gate. However, the Machariel does have its downsides. It's expensive, with the hull alone costing around 1 billion ISK, and it requires skills in two battleship categories, which can be prohibitive for newer players. But fear not, I have a solution for those concerned about these drawbacks!

Typhoon Fleet Issue Fit Overview

The Typhoon Fleet Issue (TFI) stands out for its speed, and impressive damage capabilities against both small and medium targets. Its ability to fully select damage profiles through drones and missiles, coupled with the option for auto-targeting missiles, makes it highly effective against smaller targets that typically fall before you can even lock them. Additionally, it's relatively affordable and doesn’t require extensive skills for effective operation or fitting.

Versatility and Adaptability - this fit works well with the standard Typhoon as well, using very basic modules (not even Tech 2), although initially, it will lack some damage output and application. However, as you train and improve your skills, its performance will significantly enhance.

While its tank may seem minimal, remember that the best defense in EVE is to avoid taking damage altogether. This ship is designed to speed-tank, using a light 2-slot tank setup primarily to repair minor damage incurred while manoeuvring. Developing skills to effectively avoid damage and pilot your ship are crucial, not just for PvE but also as a foundation for PvP or Abyssal space activities. So not just your character, but also you, as a pilot, will gain skills points.

Why the Typhoon Fleet Issue is Ideal for New Players

  • Affordability: The hull and fittings cost around 600 million ISK, making it a budget-friendly option.

  • Versatility: The fittings are adaptable, accommodating new players who may lack advanced skills, it works regardless of fittings meta levels, even works with regular t1 Typhoon.

  • Adaptive Weaponry: It utilizes adaptive weapon damage types and missiles, offering flexibility in combat.

  • Light Tanking: The minimal tanking requirements teach players essential ship piloting skills and how to effectively avoid damage, rather than relying on costly heavy tank setups typical of Marauders.

  • Blitz Capability: It's ideal for blitzing missions, allowing players to earn ISK efficiently and quickly.

  • Future-Proof Skills: Investing in skills for medium missiles will also benefit you if you decide to pilot a Gila, a top-tier ship for Abyssal space, while the Minmatar Battleship skill is necessary for those considering an upgrade to the Machariel.

  • 
Low Profile Benefits: flying the Typhoon Fleet Issue also means staying off the gank-radar, as it doesn’t present a high-value target nor drop significant loot.

Fit Details

This fit is designed for the Typhoon Fleet Issue (TFI), but it can also be assembled on a regular Typhoon hull; simply adjust the tech level to T1 meta if you're limited by CPU. For missions that feel daunting, consider fitting cruise missiles and a Micro Jump Drive to engage targets from over 150km away. This setup allows you to maintain distance until you're ready to switch back to a Rapid Heavy Missile Launcher (RHML) fit. Alternatively, you can temporarily replace the fourth ballistic control with a damage control unit for enhanced durability.

You can pimp your ship and slap some X-type stuff, but it won't change much except ganking chances.

Core Stats

  • This setup assumes all relevant skills are at level 5 and few implants, we are looking at ~1700 DPS up to 75km, or 1500 DPS at 99km with Faction missiles.

  • Speed: 1242 m/s

  • The capacitor will last 2:20 minutes, which might shock permarunners, but if we factor speed, this time is enough to cover 173km and get away from any troubles. If using just MWD it's a capstable, if using SB then you have about 7 minutes to blow away these long-range BSes and reduce incoming damage to 0.

Tactics - how to pilot that thing?

Tactics vary by mission, and it's wise to consult a WIKI for specific mission details before undocking. Generally, upon entering a combat site, activate your MWD and maintain an orbit of around 50km, the effective range of your missiles. If you need to increase this distance, load range scripts to extend it to 80km+.

Target Priority: with a speed exceeding 1200 m/s, few ships can match your pace, except for spider drones which can be quickly neutralized by your enhanced medium weapon systems. Prioritize NPC battleships capable of inflicting damage from beyond 50km, focusing them down first to minimize incoming damage.

One-day-old character?!

I tested the fit with a brand-new ALPHA character I created today. By applying the bonus 1 million SP and tweaking a few modules, I was able to pilot a battleship with nearly 900 DPS within 15 minutes. The skills investment was only 12 million ISK for books, and the setup could effectively deal damage to enemies of all sizes. While I wouldn't recommend running Level 4 missions with a one-day-old character due to issues with capacitor stability, missile range, and ALPHA restrictions on accepting Level 4 missions, it's definitely within the realm of possibility.
