I've seen recently a post on reddit asking whether the 360 is considered retro? The 360 was released November 22nd 2005 which is around 19 years ago (coming up to 20 years!). The time difference between the 360 and 4th Generation consoles (NES, Sega MegaDrive/ Genesis/ TurboGrafx-16) is about 18 years (2005 vs 1987).
I think there is an argument to be had that 'retro' is an aesthetic such as pixel art, 2D plains, and single direction pads/ sticks however I think you'd be hard pressed to argue against the fact that around 20 years has passed since the release of 360 and the advent of HD gaming. I hate to say it but I do consider 7th Generation consoles as retro as a shorthand way of saying a long time has passed since it had released. I think those that argue that generation 7 aren't retro are still trying to hold onto their youth (hey, I get it, I remember when 360/PS3 came out and thinking it was the cutting edge of tech) and are unwilling to realise that 20 years has passed since then.
